Added Employee Lookup -- search HCSS's employee master (Incorta) by MasterEmployeeGUID, employee code or name and see every business unit the person exists in. Also added Hours Review (matches an HCSS hours export against the wage tables) and an Admin area for the company list, gated on a FLEX Admin grant.

Scoped as a standalone FastAPI app on port 8019. Wage table management (Phase 1) built, and the Timecard Tool moved in from BENCH. Not yet deployed to the server.
